Serious answer follows:
- After the fall of the Soviet Union and the exposure of Russia to capitalism, a lot of Russian industry was shut down because it was not competitive with foreign competitors. A lot of towns and cities relied heavily on one type of industry -- often just one firm -- which now suddenly didn't provide jobs any longer. This means that a lot of people had to move to bigger cities in order to survive. In other words, Moscow and several of the other big cities in Russia have grown considerably, while many smaller cities and towns have shrunk or been abandoned entirely. This is by far the biggest factor.
- The Russian population is smaller than it was at its peak
- Industrial accidents have left some areas uninhabitable
