I think Buenos Aires is more like Paris in California than New York.
If there was a place that was as good as New York but with better weather everyone would move there. That said, if you want New York with cooler summer try London. If you want New York with warmer winters, try Tokyo.

Lots of the spanish colonial cities have perfect weather every single day of the year, way better than southern california. Mexico City and Medellin have the convenience, and Mexico City has stuff going on all the time.
Other cities in Colombia/Brazil are warmer and good places to live, but have less to do or are less convenient.
