I'm not a very social person in these types of situations. I am good at chatting with people if its about a subject I like, but I am terrible at forcing a conversation about the weather with a stranger at a bar.

Literally just TALK to people, language barrier is one thing but this is something you can avoid easy because you are probably planning your travel and should learn some of the language first. I sat down with a bunch of french people and drank and realized they didn't know much english but still had a good time

OP, I don't know what to say, but maybe something will assist you. Try going to cafes, where people are kind of killing time, reading the paper, having some coffees, and where locals might spot you as a tourist and make some suggestions. I sometimes get company from a bored local. Spot the college kid, or the person who looks unemployed, or the bored stay at home mom? Hire someone too. That concierge might help you with a car and driver far more economical way than a package tour or hop on hop off bus kind of plan (which might also be a place to make friends). Take group tours like bar crawl or foodie tours, ghost tours even, where you are thrown together with others on the tour, and also given something to chat about.
Dress the part. It's okay to be overweight and ugly, but you have to look groomed when you travel if you want to hang with locals of a certain class that doesn't fear strangers. Look as classy as educated people dress in town. Get a really pretty scarf, something expensive or branded looking (silk is all seasons) and it dresses up ordinary and comfortable clothes. Swap out the walking shoes for something feminine or glossy comfy (even fitflops have glitter) for evenings out, spritz your hair or run a straightener through it, and clip part of it up, or add some dangle earrings or just the LBD. Have something that creates conversations like an unusual pocketbook or piece of jewelry. Cigarettes still work in the non western world as gifts of courtesies. Try going to bars that have actual nightlife happening later, where it becomes about dancing or live music, not just being there already with your friends. You'll find people there without friends at music venues.
Use meetuporg to find something to do that fits your tastes. Boat people are crazy social, where are they hanging out? Near the marina? Go to those bars.

L'Orphée near Pigalle. There's no signage to indicate it's a bar. Pic related is the entrance and it's just the front door of some apartments. Some days there'll be a couple black guys hanging out drinking beers and unless you know they're bouncers you wouldn't give it another thought. If you get through the front door the bar entrance is down the hall to the left.

You've gotta know the name of the bar too to get in or you're not going inside. I don't know if you can get in with English because I didn't try, I spoke in French with the bouncers and get the impression I barely got in as I'm pretty sure he could smell the tourist on me, or maybe it was the weed. Make sure you dress well.

I believe Tuesday-Thursday it's a karaoke bar (and the people who come to sign karaoke here are fucking incredible - I was in awe) and Friday-Sunday it's a club type environment. Closed Monday. This place was like heaven for me and I spent a -considerable- amount of money here. I went once on a karaoke night and once on a club night. If you're a fan of live music (as I am), I recommend the karaoke nights. Actually, I didn't even realize it was a karaoke bar until the next day, because everyone who performed sounded like professionals.

I don't remember how I approached these people or started talking to them but idk... the regular way? Alcohol helps here. Both times I drank some wine and smoked a bowl or two before heading out so I was primed when I got there.

I promise you there are only locals in here. I kinda didn't even want to give it away but there you go.
