My question is can i get by with only english language which i am moderately fluent in?

That's a bit of a myth, especially when it comes to the under 30s. Sure some people are just fed up with tourists and will use that as an excuse but locals whose towns are overrun with them get that way all over the world.

Nordic countries are easymode. You'll have no problem with English. You might even run into people who speak Japanese .

France is not that bad, but it depends on your luck. I believe they'd be way more forgiving since you're obviously not european, thus it's god you speak even one eu language.
As for your choice - great job. Those are among the most english-fluent countries we have, so foresee no problems. One more place you might like is Estony - small, peaceful, climatic. Younger generations are taught english there as well.
