I know very little about Svalbard so I can't speak about it specifically, but generally all over the world young people are leaving these small isolated communities in droves because there's nothing to do in them.
It's not like in a city where there's a certain turnover of jobs so if you just keep applying you'll get something eventually... There might only be a couple of cafés in the whole place, so unless the people working there die or leave you simply can't get the job.

You can if you can get a job lined up beforehand. The question is if you want to - it's a tiny community of people in an arctic climate, there's almost no sun and you can forget about buying anything online ever again.
