Skid Road back then was where they pulled logs down to the docks. Don't know if bums hang out now.
Bring a very good raincoat and don't expect to do anything outdoors. You're coming at the wrong time, sorry.

Less total volume of rain, many more rainy days. Which usually means it rains all day just a little, enough to screw your outdoors plans.
There's a reason all the outdoors events in Seattle are scheduled for June-August...
