No. Anywhere vehicle access is restricted like that is somewhere you can be arrested for trespassing if you enter on foot. Because this road is connected to a highway, they assume there will be no pedestrian traffic, so they don't bother putting up a more specific sign. No access in an unauthorized vehicle means no access to you.
