Supply and demand, I guess. If someone gives them money, they can continue their game of panhandling. No money? Then either they are exhibitionists of a certain type or they are innocuous attention whores who allow your guard to be focused on them and not on the criminals sizing you up. He might even be a dealer, or a lookout of some sort. Think about it.

Someone who "busks" for a living might be making just enough to fund further travel, so there's that attraction.

Busking? Why try when you can learn to ask in a few sea languages and make double the min wage pan handling in waikiki.

Levitation panhandlers are the pain of my existence whenever I visit Rome. Its weird though, I only see south asians (indians/pakistanis/sri lankans etc) doing this and not africans who are usually trying to sell fake prada/gucci.

how do these guys come into the country? are they failed asylum seekers/overstayers/students whose visas have expired and why aren't they sent back?
