She isn't. There's a few points where she's flirty, but she's also just flirty in general. I can see the scenes BB people will end up pointing to as evidence that it was the plan all along, but I mean... You're talking about two characters who, despite being partners, barely even talked to each other until the scene in V2. I have a hard time believing it was an intended relationship from the start when we already know the writers aren't good at subtlety and every other romantic interaction in the show has been made fairly obvious.

And yeah the way I see it only things made'explicit' and obvious on screen mean certain pairings happen. But given how certain fans(Crazy ones) are always over analyzing everything to delude themselves that their gay ship is canon, you can bet your ass they'll complain regardless. Namely because it either wasn't done 'the right way' or done according to their headcanons.
If the fanfic 'Resurgence' was anything to go by it's that you should NOT entertain any ship whatsoever, you cannot please everybody and trying to only ends in ceaseless bitching from most. This show didn't even start off as anything pertaining to romance whatsoever and it shouldn't be warped into any version where it's prominent. (Renora had literally nothing to do with the main goal of tracking down Cinder and Co.)
I dunno, but any ship, no matter het or gay shouldn't be entertained because unskilled writers want fan approval. That's my approval point is all.

And if someone complains about queerbaiting? Just say the name Bumblebee is merely for lyrics purposes. The entire song feels super homosexual like if it's trying to be the "Gay song". None of the lyrics fit Yang and Blake so saying "It was a gay song that just happened to be named like a ship" will be the excuse.

Think about how Not to Fall In Love With You was the Blacksun song until Jeff said it was just something he came up with during his days of recovery after the accident. I'm pretty sure he will say the same about Bmblb. "Just a gay song I came up with, means nothing to the show."

These are not words I would use to describe any song on a RWBY ost, especially not V4's, which was a decent step below previous volumes.

From what we have seen there isn't really a way to increase your Aura's capacity. But Hunter training seems to help you use it more efficiently and increase the amount of things you can do with it.

Take Ren for example, we see in V1 that he probably has the best amount of control over his Aura but his endurance is crap and he runs out quickly. In V4, he seems to be more efficient in using it, getting exhausted far less.

Cinder engineered a massive Grimm attack earlier just to cause unrest, framed one contender and executed another live at the height of not!Olympics, blamed Atlas for it, then she brought in masses of Grimm into the city aided by endemic extremist terrorists, followed by hacking of the security measures which converted the abnormal amount of Atlesian peacekeeping forces in city into hostiles, awakened an ancient behemoth Grimm out of legend, and then personally used Forbidden Dark Magicks™ to interfere with Ozpin's attempts of restoring order.

The cities are safe. Nobody in their right mind would plan for a perfect storm like I outlined above to happen. Well, possibly discounting Ozpin and his ilk, but that's an argument for another time.
But more importantly, mobilizing everyone is not a free action. Do you have any idea just how convoluted it would be to train an entire nation's population so that they are useful in combat? Vale is not a speck on the map, the city itself is the size of Egypt. An operation on national scale would easily cost billions and it would cause endless problems which come with anything which eats a meaningful portion of the GDP. That is not going to happen when nobody sees a good reason to make sacrifices.

The thing you're not getting is that this isn't a human threat. The grimm are explicitly drawn to and sort of created by negative emotion.

Look at the main characters. They're all honestly kind of bloodthirsty or cold in fights at least to some degree.
