I remember reading this series of books quite along time ago and liking them. Well, the first thing you need to know, is that you're awesome for trying and practicing.
It's hard as hell to practice when one feels that everything comes out weird..
What I did in the beginning, was just use the eraser bit by bit, until I got something I was (somewhat) happy with. ..and even if I didn't--that is, I grew tired or something--I'd gotten lots of practice.
Anyway, sorry, that's probably not that helpful.

I'm not entirely sure what you're wondering, but keep in mind: the circles are just super rough guides to where something is, and roughly how big it is. Let the circles guide---not define---the silhouette and lines of the actual tissue.
In theropods, the shoulders/sternum complex is always much smaller than the hips/pelvis. (One circle smaller than the other.)
Furthermore, finish the entire "skeleton" first (only lines and those circles), before you start attempting to add the actual body lines. (As a handy rule, the body-lines should never touch the "skeleton"-lines.)

If you're drawing anthro raptors (but I have a suspicion you aren't, heh), then I'd go with basically practicing drawing a human (using the same guidelines), and embellishing it with exotic features as you go.

You know, that's actually something I've been wondering a bit myself.. It's not something you can easily formalize or simplify, I think..

First off, it varies with the kind of scaly, but lets go with a classical feral raptor (or feral dragon) first: Gross-anatomically, it's just a matter of following the spine dorsally, and a smooth graceful line continuing from the belly ventrally. The problem is where the lateral sides of the tail meet the "body"/gluteal musculature.. Some artists like to draw megabutts on their scalies (in these cases the lateral sides of the tailbase are kind of "cheated" over/past the buttocks). ..others like a more natural design, in which the tail---by merit of being a thicc and sturdy, lovely lizardtail---is almost continuous with the buttocks. (Commonly known as a "tailbutt".)

Sorry I can't be of more help! This is kinda subtle stuff, I think.. Try it out a little if you feel like it.

Don't be demoralized if you just can't seem to get it right. Eventually, you'll happen across something that looks good/decent, and something will "click" in your mind about how the curves should flow, and how it's all oriented in 3D.

When it comes to placement, I find most artists place it too far to the front, but you never really know with fictional creatures.

I'd go for slender and sinuous, though. As the other anon said, experiment with fluid graceful lines and before you know it, you'll have a tongue outline that you like and can continue upon.

Thinking about it more, it's not even just about the tail/ass, but I guess the entire lower half. Hips obviously play into legs and stance and digiti vs. plantigrade (which I really dislike on anthro type creatures, especially scaly stuff).

Skyrim is imo an example where they did everything wrong with Argonians in that way. They stand up completely straight, have plantigrade feet (and their females even have boobs) - their bodies are much too human like for my taste.

You're absolutely right.
A lot depends on stance, too:
On humanoid scalies, the tail can either turn sharply outwards at the lower back, or it can follow the legs downwards more (still turning outwards, only less so).
The larger and heavier a tail is, the more it has to follow the spinal column (since it would require larger vertebrae to support, and hence wouldn't hold up well with a sharp angle at the tailbase).

Furthermore, whether the tail curves out from the body or follows more parallel with the legs, both will necessitate some degree of a more forward-leaning or bent posture, depending on tail thickness/weight.
..And christ.. how could one not like that: lizardpeople with a racially innate constant lordosis.. u-unf

I agree when it comes to Skyrim. ..but I can sorta see why they didn't dare to make them more monstrous too.

That's pure, condensed PRACTICE, anon. Beautiful.
Sketching messily and tentatively like that is the best training you can get right now, and I can see you're improving.

You got your hindlegs down reeeally well, man. Don't worry about the left leg at all.
Remember to keep the tail somewhat flush with the spinal line (sharp angles are a no-no with the spinal line. ...even with a sexy lordosis like that).
Also, with raptors, upper thorax/shoulders are slimmer than hips.
Next time you sketch a raptor, attempt the head after erasing the guide almost completely. It'll be tough, but it will force your brain into choosing a form, and rotating that form in three dimensions.
(Besides, you never really want to actually end up with the actual lines following your guide-shape-lines.)
Also, I think you can do the body well even without all those small guiding-circles along the spine.

Honestly, one of my biggest triggers is restraints and clothing/situations that dont make any sense.

Hrm, alright. Onion, a flabby old spring onion, garlic, and an old carrot I found (also flabby) finely julienned. Used some sesame seeds I had (I don't want to think about how old they are) and heavy soy sauce, a pinch of sugar along with lots of spices.
Wish I had some ginger, but it turned out delicious!

I'm not vegan or even vegetarian but I'm lactose intolerant (it makes me very phlegmy) and I eat meat maybe once or twice a month.
But I do try to eat healthy, I make a pot of rice/quinoa and beans once a week and add stuff to it throughout the week, usually various vegetables I shred and keep in the fridge.

I've been eating this way for about 6 months and the only difference I've noticed is that I'm never tired. I get up at 5:30 every day and never need coffee which I used to have.

Pro-tip when making homemade pizza: cut up one or two onions into thin strips or rings, then sautée/caramellize them. Then put them on your pizza under the cheese (along with everything else). It just blasts the pizza into another plane of existence with the added sweet onion flavour.
