Steel is, as mentioned by the anon earlier, made from iron by removing the impurities and adding carbon through smelting. I'm not very knowledgable in smelting, but what I do know is that you need two things to smelt something - heat, and, of course, something to smelt. It's easy to supply the heat, but in order to supply the iron, you need to mine for it. In some areas, the most you'll find is copper, and not one single pound of steel, and if there's no indication of iron anywhere where you're mining, you can forget building that house!
In simpler terms, steel can't be used reliably as a building material because of the process needed to make it. It's too complicated, and wood and bricks are much easier to find, make, and craft a hut/house out of.

make 2 layers, /colorize red and /motion blur linear the base image.
create second layer with transparency with triggered on the bottom.
Move around the image by a few random pixels and hit export image every time.
Start a new project with all exported images as layers and export as .gif.
Use a display time of about 20 to 80 milliseconds per image.
