I still find it funny that Jack has literally one concept art, just a single one (unless we count the Savage Seas/City posters), and he has evolved (kind of) into this mess we have today. Hell, Skye has two and it took her forever to become popular. There are some people who think Jack was the protagonist, when it seems that either Nick was the protag, or they both shared the spotlight equally.
Can't say I am too surprised though; before Jack came along there were already people using rabbit OCs as a love rival against Nick. All Jack did was give everyone a cookie cutter OC to use, who is also superior to Nick and Judy.

He's not a previous version of Judy, he's was later turned into nick but since the begging the Idea was to make a Fox and a Rabbit to get along.

While it wasn't posted on any of their other accounts (it was a pixiv account with only that comic on it), it looks very much like Meno's style so I am 99% sure it is them. Hello thread it's been ages. Well I manged to finally get around to scanning up this artbook here, I'm not going to dump the contents but its all SFW and includes various comics and still images. Some good, some bad. Feel free to pick apart what you enjoy out of it. This book cost me probably around 60 or 70 bucks to track down and then import it as for whatever reason this book in particular was hard to find. Also it was the source of some comic involving Weaselton that I've seen a few glimpses of posted but never the full thing.

As far as I can gather one of the artists set up this whole fanbook thing and let people email contributions to it and all that fun jazz. I'm going to guess it was at least somewhat curated.
In my experience with compilation art books like this from Japan, this is pretty common to see. The great artists usually don't want or don't have time to plaster it with great art so they contribute one or two pieces for a media they really enjoy. On the other hand the lower end artists want to get their foot in the door in a way and to have their names attached to projects and will pump out a higher quantity of content in order to do so. Or alternatively these bad artists tend to be good friends with someone working on this and they get in that way.

So here's my attempt to reconcile Borba's reasons with what I feel to be slightly more accurate representations of character. 3-parter.
