I usually go with calibri at size 15 (bigger if I have a large enough picture that will give me the room to do so). If the picture is really small I sometimes put it in a word processor and wrap the text around the image. Otherwise you are limited to keeping the text in line with the pic, which ends up super tiny if the pic is tiny. Or you have to resort to lossy upscaling of the image, which looks terrible.

Not a bad layout, I must admit. With a small pic, using 20-font, I fit 2015 characters in 1600 x 900. If I had a larger picture (or needed to use more words) I could push closer to 1920 x 1080. I dislike going full screen if I can help it because then people who do have small screen have to scroll sideways and up and down. Which makes reading text on a static image a bit of a ball ache.
