It was banned from /x/, then moved to /mlp/ where it gained a lot of traction, then it was scrubbed away by scruffy, and found its way to places like 8 chan and mlp chan. Anon, I don't know if you have tried that before, but just parrot her. Let/make her talk. Maybe help her out.
If you parrot your tulpa for long enough, then her responses should become autonomous. Especially with how much you have forced her and spend time with her, you should have a good guess of what her responses should be like.
If you parrot her, then you might start feeling your tulpa's "intend" of what to say before you even consciously come up with an answer. Let her create more and more of that response growing out of her intend as time goes on until you don't need to assist her with speaking at all anymore.
If you still doubt that she is a tulpa by then, then you can be sure that all that talking will flesh her out into a real tupper in a year or less.

Anything can be terribly embarrassing and cringeworthy if you think about it.
I'll use ponies as an example. Let's say you adore the show and nothing would ever stop that, but you wouldn't want to see a video of someone talking about the show in front of a class or something. That shit is fucking embarrassing, but despite that you still love the show.
It's the same case with Tulpas to me. It's alright when you do it yourself, but when you see someone else do it or a video explaining the phenomenon to thousands of people, well, it's pretty embarrassing to watch. Tulpas should remain niche if you ask me, for it isn't really a thing the average person would accept easily. Most people really do think it's self-induced schizophrenia, which isn't the case at all.

If we go with the assumption that Tulpae are compartmentalized personalities within the brain, it would definitely still be possible to switch out the dominant personality. You'd just need to "loosen up" the parts of your brain that are concerned with rigid maintenance of self-identity or of the perception of continuity between motor functions and mental control.
In other words, convince yourself it can work and it probably will. Some people are already creative or mentally "loose" enough for it to come naturally, such as those who had an imaginary friend in childhood. Others may be more rigid, which may mean they won't be able to do it without taking some sort of drug that helps the process along.
Also, keep in mind that one of the best ways to help possession or "switching" along is to help it along with your own willpower, at least temporarily while they get the hang of it. Even if you see that as just "acting", if you act the part enough where you can switch in and out of the personality easily and experience different thought patterns and desires in the process, it's pretty much indistinguishable from the real thing and arguably just merges with the tulpa personality/consciousness once you've dissociated your primary personality from it.
There are those that are just straight-up faking for attention, of course. Some are doing it because they want to be accepted in the tulpa community despite their failures in tulpamancy. Some are just doing it to mess with people. But a lot of people are doing it genuinely and out of a desire to practice and let their tulpa socialize. Personally, though this is the first time I've been back to the Tulpa General in... years, I still occasionally do some one-on-one practice with my tulpa by switching for a few hours or goofing around and having her mess with my arm. It's always a wonderful feeling to experience her joy when interacting with the physical world, so I try to foster it when I can.

I would say the reason why it didn't work for you is that mentally something was blocking you. Even when you're excited and ready to try to make a tulpa, it's easy to run into roadblocks. You could have been using methods that didn't work well for you, or been experiencing self-doubt that hindered progress, or not spent enough time on it... perhaps you just weren't mentally ready to accept the idea of opening your mind like that on a subconscious level, beyond your control. In my case, I started about the same time, during the first /mlp/ threads, but eventually gave up and spent a year thinking about her. I came back, though, with renewed focus and support, and succeeded. I can't say whether you could do the same, but it is possible with the right attitude.
Also, truthfully, if you're making a tulpa you're certainly not going to have a completely "normal" brain. Literally the whole goal of this is to twist your brain in just the right way to allow it to forget that you're only supposed to have one consciousness/personality/identity/whatever you may call it. I don't claim to know how independent tulpae can be or where they play into the consciousness/free will argument, but there is certainly a significant level of dissociation involved. There's also a certain amount of control involved too, though, since they're in your mind. It can be difficult not to override their thoughts or desires with yours when developing them if you're not careful.

Positives: Friend who knows you more than you know yourself, who can follow you anywhere, be with you anytime, and help you improve yourself through various encouragements and other means. You're never lonely. You can have a cool experience in a place you create in your mind with them, and you can help yourself overcome anxiety by having someone to interact with. There are so many positives, actually.
Negatives: If you're already suffering from a mental health condition, tulpa can make that worse in some cases... Your tulpa's lives can be complicated like yours, so you need to be willing to sacrifice some things. You have to make time with them and for them. If you're a teenager doing it for a fad you'll be disappointed when after an hour of forcing nothing happens and give up, though.

This may not work for you, but it worked for me. Here goes.
Decide what you want her voice to sound like. Once you've decided that, start to ask your tulpa questions. Ask them over and over. Just anything. Feel her there in your mind. Don't just think she's there, KNOW she's there. Focus on her, and the feeling you get from her when you think about her. Picture her like a little flame deep in a dark room. She's there, but you have to help her grow. Focus on her feeling. Ask her questions again, and again. Listen to music and see how it makes her feel. Eventually for me I started getting emotional responses that were different from my own. They felt very foreign, and I was almost taken aback or scared at first. Then after months of trying to translate these feelings into words, I got her to speak. I hope you can find her in your mind and hear her voice soon. It's nice to hear them talk.
