Yes Shirou has his thing about how he can't stand by and let others get hurt. But that makes itself known in a borderline suicidal refusal to let Saber, the one who can fight actually fight.

Ruby on the other hand throws herself in the fray with others. She doesn't want to be the sword and shield but another weapon in play.

That's the biggest issue because while you can isolate that single character trait and say they're similar, on actual analysis they're actually not.

Here's the thing. Even if you argue Ruby isn't just a flat sheet of paper with the word "Hero" on it, she's still not a very developed or interesting character. Her traits basically boil down to "quirky tm", but we're essentially supposed to see her as the true hero of the entire story. That's kind of been hammered into us. She's so pure. All she's ever wanted to do is protect and fight monsters blah blah blah. Those previous traits she has kind of get blindsided by that. She just doesn't have a strong enough personality to be more than just a hero.

That is actually isn't a thing about Ruby in canon. In canon it's not a matter of what or whom her skills match up against but the level of opponent.
