Start by doing the research. What kind of species-analogue are we working with, what are their biological quirks, how do they behave and can we extrapolate a sentient specimen's characteristics from that behaviour?
Then model that into (preferrably) a society that is based on a clearly non-mammalian psychology, but whose individuals are still capable of the same logic and, where applicable, the same or similar emotions.
Then leave it to character writers to make one or several important scaly characters. Protagonists, or in vidya: players, followers, major questgivers.

Aesthetically they should be far from human, but still humanoid (walking upright, two legs, two arms, head above torso). Clearly reptilian, sleek, and moving in a fashion that is just slightly off-putting. Not ugly, though. Sufficiently degenerate people should still want to fuck them, and normies should have a chance of seeing that they can be pretty from a certain angle.

That's not so much what appeals to me. the majority of the power that comes with being a dragon is stuff i could, if I have the money, realistically get through weapons/technology that already exists in our world. we have flamethrowers far more destructive that how dragon fire is typically depicted to be, we already have jet-packs and light aircraft that can go way faster, farther, and higher than a dragon can fly, ETC. like, my ideal dragon body would be small enough to fit through a doorway, would have smaller, more flexible scales, not yuge armor plating ones, and a bunch of other stuff.
