Graphics are a very large part of the game, because that's one of several ways you get feedback from it. It really is a stylistic choice, so if people enjoy the style then there's no harm done. But if you use poor assets from DA or something then yeah, expect the game not to do well.

So for games of equally well done visuals, it's really not an issue. Other aspects will be judged more heavily at that point, like how NITW isn't particularly good on the gameplay side of things and focuses more on story/characters. Most reviews of the game emphasize those bits instead of the graphics, at least from what I've read.
