Nice work, a_sig! It's very atmospheric and the background work really highlights that. Though, you could've done a few things better.

Page 1, panel 1: Text placement is a little weird. Maybe flip the panel horizontally so the dialogue moves from left-to-right and is in-line with the speaker.

Page 2, panel 3: The snake could have been textured differently to avoid confusion. You could give it a lighter underbelly with larger segments to make it more obvious.

Page 3, panel 1 & 2: Both panels are too similar and the stick isn't obvious enough to signify change. There are a few things you could do in the first panel to signify that there is change: lower the fire's intensity, remove/lower the boiling effect on the water, reduce the smoke.

With cloven hoofs they do not evel look like horses at all.
In regular furry art giving them human hands or other works. In Zootopia art it is just confusing and looks like some hybrid or sub-species.
They probably manage with monohoofs, same as elephants.

I had some problems with those panels. I never thought about the underbelly of the snakes, and, yes, I could have done a little bigger difference between the two panels, I guess I was too focused on doing a semi-decent fire.
The flip too it's good, I'm used to drawing muzzles right to left, so I guess I was influenced by this.

I got lost a lot. A story that has French amd Greek and police and wilderness and special administrators and nude mammals and erection chase scenes is going to be a story that needs to take itself at a slower pace than this.

As far as your writing itself, I think it's just darn fine. You've got potential baby boy. You should work on pacing, and make sure the paragraphs are communicating a subject or a thing--where are they going, what is the special administration, why exactly is a sheep sucking on hot gazelle peen, etc. Give your paragraphs some punch so the reader has to pay attention to details.
