Look at this pic, it has a good, on model Nick.
As you can see the legs are roughly the same length of the head, and half of the torso.
The shoulders are very slouched, pointing downward. What you have drawn is good for a generic anthro, however Zootopia's mammals have this feral-like characteristic.
Also the head (only the head, the neck is fine) is a bit larger, roughly the size of the torso.
The length of the arms is fine, since they should reach roughly the purple point.

Animal ears need to on the side on a human head. 2 sets of ears is just weird, and the blank space with nothing is really weird.

Anyway, if you want to captivate the reader, don't use directly lift and shift real-world concepts just because they're convenient. If I were to write a political story, I'd probably do a blend of American and Ancient Greece city-state politics, or perhaps even maily a greek polis political life thing in an american dressing. A few puns and new vocabulary and readers will subconsioucly strive to connect the dots by themselves, most often than not feeling very clever about themselves for catching a reference or making the connection with the material you used.

I like to believe all cities and and mammals had normal non-pun names. But then maybe after some war or other event. All species got super national and proud of their race. So the un-names started. After that the biggest populations of towns outside Zootopia named their cities after their species (like Bunnyburrow, it could have been a Southshire or something.)
