Ripping them out is going to be extremely hard. I tried with PSX VRAM viewer but they're encoded in such weird formats that they don't show up as normal sprites or textures at all, you only get the raw image to work with.
At least the PS1 version also uses wider color palette than 256 colors that PC version did so GIF is not really optimal way to go either. Native resolution and uncompressed avi seems like the best bet. It's possible to import that straight to photoshop in filmstrip format.
Well, this was how it was back years ago when I figured how to do lightsaber effects. In the end they started to look really cool, just like in the old movies but it's not like I ever had more patience than for three second clips.
I'm getting sidetracked, but this was possible in Premiere 2.0 and Photoshop 6. I think and those should be plenty for ripping sprites from uncompressed 16-bit video. It's just a lot of work.

From what I've seen the color palette differences were only in the backgrounds, not the actual character sprites. Though I've struggled to get an emulator actually work with the game so I could be missing some parts where the sprites are visibly different and not just the backgrounds. The entire game files are compressed and locked up tight so you can't access anything in the code. Makes porting it just as hard.
Ugh I hate working with video though. But I'll give it a try.

For sprite work you want everything to be crisp so GIF or uncompressed AVI it is. Those original videos were in 256x192 whatever color format so you can turn even them to gifs. When I made that webm I had to resample it to higher resolution for a reason.
