Not always. Sometimes it's just the design choices. If the fixation is for something like the character's size or specifically child-like mannerisms, I'd agree with you but in most cases they're cartoon characters voiced by adult women in the states or Japan if they're from an anime and if said character isn't voiced, there's some aspect about their design that's transferable to a non-noticeable age-up. It really isn't that cut and dry.
