I realized that each building would probably be designed based on the mammals living there. Since Pack Street is mostly wolves and big predators (5 - 7ft according to the height chart) I based the sizes on standard human dimension because they are roughly the same. it's the same reason why Judy has a huge door and high ceilings for her apartment, it was designed mostly for mammals like Bucky and Pronk.
