Luna's is the ultimate example of the show offering character development to a character that may appeal one note. Bobby could literally be the exact same character he is but with a beanie and talks like Luna. That's pretty much all I was suggestion. Something to spice him up. I'm not trying to imply his entire character needed to be changed, and I honestly feel like your distaste for the idea comes from some preconceived notions that, based on the concept art, he would be a lazy asshole just because he was a stoner.
