I know you're not the artist, but

Furry artists, if you're gonna draw cops in a first world or a (u)topia or anywhere with standards and training they almost always practice trigger discipline.

Also, if you know this as an artist you can use it to subtly depict a pair of cops or a squadron of guerilla fighters as newbies or as a rag tag group. Or if you want one character in particular to stand out as inexperience or undisciplined you can do that. Or even better if you want to convey the seriousness of a situation you can have an experienced cop with his finger on the trigger pointed at a perp or as he maneuvers around cover to pop of a quick shot or two. There's a lot you can do if you take the little things like that into consideration and abide by an internal set of rules that gives meaning to those subtle clues.

While I loved the short strip I <3 U, I really wish it was written as a tie in to Judy is Dead. I mean nothing would make Nick more bitter than watching the rabbit of his dreams die senselessly all while HE was trying to do his job rather then her while underestimating the situation. It'd also be somewhat ironic as we'd expect Judy to die due to her recklessness not Nicks.

Your problem seems not to be in the technique (also looking at the head), but lack of practice.
You are not used to Zootopian anatomy.
I suggest you do some studies on various anatomical parts (paws in particular).
I know by experience it can be a little tedious and you will feel like you will have lost hours, but you will see a net improvement in speed.
Instead of redrawing the same thing a thousands times you will get it right in a small number of strokes.
You said you add continuously in the construction layer. But the construction layer is, by definition only for constructing the basic shapes.
I suggest you first make an extremely simple skeleton, just circles (the articulations, be them knees or fingers or elbows or the head). This is needed for the distances. Then, on another layer, you draw on it.
I also suggest you try to replicate some screenshots of the film, it will help with the basic anatomy. Also a look in the ztgcensus http://ztgcensus.tumblr.com/ can help, because you can see how other artists tackled the problem.

Mmm, yes, I can see some improvements that can be made.
First thing, raise a bit the eyes and put them a little closer together. This should suggest a less wide face.
Second, it is true that hyenas have big mouths, so that part is correct. However look at the muzzle in the photo: you need a vertical line of separation on the upper lip. Then you need to her a little more chin, otherwise the mouth will seem overly large.
You can also lower the upper limit of the dark "mask" and give the bases of the locks of hair a more fringed look, so they would seem more like hairs, instead of solid pieces. But these last two are only minor modifications and out of personal taste.

I honestly think people are going insane over the whole sheep thing and forgetting they aren't savage mammals looking to hunt a prey. Sure I guess due to the fact he was with Pandora and he moved not long ago, alongside with stuff like him getting fired and whatnot would make him suspect. But I think people are forgetting that Pack Street isn't a bunch of evil predators going to maul prey on the street. The mauling of a effigy is different from ripping a real sheep to shreds, the bear could arguably be "OH SHIT THAT GUY IS GOING TO FREAK OUT" or something and not trying to start a lynching.

The only thing I think I should stress is that Judy's ears are a little longer and begin from the middle of her head, more than the sides.
Regarding Nick, maybe the forearms are a little too long. If you look at the fox in the film you can see that they are actually shorter than the previous part of the arm.
Leave a little white space in the line of the tail to show where it is attached to the spine. Increase the diameter of the legs, where they connect to his feet, a little. Still a very impressive improvement in your bodies.
