The only reason they don't do this as often as they should is because it would add to the work that moderation has to do. Besides most off topic threads should be deleted, like the bogpill and brap ones in order to keep up the quality of posts. Moving it here might encourage such behavior rather than stop it.

The speed spikes happen when threads refuse to die and/or someone decides to bump a lot of things off of page 10 (aka bumpfag)
When that happens, the time it takes to get to page 10 will lower

Having to check every 30 minutes to an hour to see if the threads you like are still alive and bumping them is an annoyance
We should not have to do that so often

It also doesn't help that people are making a bunch of bullshit threads that hang around longer then they should

It also depends on how active the thread is
If the thread has posters posting at each hour then there is no need to worry and you can do whatever

To be honest I haven't lost any good threads from the jump in activity, then I also have two threads that I've created
I check every 2 hours and bump those when needed maybe bump those other threads if I see a good topic going on
I also wanted to create some other threads but with how trash is they wouldn't survive for long
