Because as a stand-alone concept, Jack Savage is a neat idea, if a bit bordering on Gary Stu territory if one isn't careful about his abilities. I don't blame people for wanting to use him.

I will always argue though that putting him and Judy Hopps in the same universe should be a big no no, for the main reason that it makes every social struggle Judy went through seem illogical and irrelevant. Well actually, I've been thinking about this lately, and it COULD make sense depending on exactly what sort of spy he's portrayed as.

If he were portrayed as this ultra-competent, death-on-legs, James Bond-esque super spy, then yes, he would be making a mockery of her accomplishments. This was, as far as we know, the original concept for the character, and it reflects the less grounded, less realistic setting that the movie would have taken place in.

However, the big problem with people who try to include Jack in the canon is that they either neglect or just choose not to adapt him to the more grounded setting of the final product. In the real world, the gathering of HUMINT intelligence, which is what most people think of when they think "spy", is best performed by those possessed of high intelligence and attention to detail, facility with languages, good communication skills, etcetera. It's not about physicality, so there's no reason a particularly bright bunny couldn't do it. In fact, a bunny might be better for that sort of work. They're unassuming, and nobody takes them very seriously, making it less likely that anybody would take him for a potential threat. Not to mention the advantages his small size would give him for snooping around.

Being a cop on the other hand? That too calls for communication skills and attention to detail, but it also requires physical strength and solid command presence, two things which rabbits, who are of course diminutive and considered to be cute and harmless, would have trouble with. Add to this the fact that previously most of ZPD's officers were mega fauna, and even the smaller ones likely weighed in at around 200 lbs.

With all of these factors in play, it can still be a big deal that a rabbit became a cop despite another one becoming a top intelligence agent. Besides, unless he's extremely bad at his job, nobody outside of Zootopia's intelligence community should even know who Jack is, let alone what he does.

This, however, did little to sate his ambition and he delved deeper in search for new merchandise, his already weak moral compass fading within a span of mere months as he had actively engaged in increasingly shadowy deals, reselling art from unverified sources and resorting to blackmail or straight up exortion which was increasingly easy thing to do using his new found contacts in the underworld and rapidly expanding web of connections and mutual debts with scores of important personas opening new avenues of obtaining (and selling) a dazzling variety of antiques he had been coming into his possession.

As the value and volume of the merchandise passing through his shop increased, so did regular bookkeeping tricks he'd been using to date to evade tax obligations and understate sales to draw attention from his shop started becoming ineffective.

As an addendum to this, a good way to do a more realistic Jack would be to portray him as an old school veteran CIA agent. These guys tended to be eccentric, and paranoid, and held a lot of ecclectic and esoteric knowledge concerning politics, geography, history, world affairs, etc.

Or, failing that, make him a bit like Deacon from Fallout 4. Mysterious, always telling half-truths and speaking vaguely, and you tend to get the sense that it goes beyond the nature of his work, and that it's all a facade to hide pain stemming from a past emotional trauma that he refuses to disclose.

Perhaps describing Emmanuel as greedy wouldn't be entirely correct as he genuinely loves the art that passes through his shop and parts with it ever reluctantly, always hoarding the best artefacts for himself. History of art is his biggest passion and most likely given a piece of old silverware, he would be able to describe the entire set, identify the maker's seal and probably be able to recall the history of the company which manufactured it.

He himself sees the obsessive expropriation of antiques as an act of saving and preserving precious items from its ignorant owners, though whatever his actual motivations are, he is ruthlessly efficient in obtaining his prize and would probably only stop short only of committing a murder to get what he wants, though seeing he has been mostly preying on the elderly or family treasures of various misers all his stints so far were met with success.

Nonetheless, one of his associates recommended him to funnel excess goods through a series of pawn shops ran by some "friends". In his hubris, Emmanuel decided to go one step further and capitalise on the fact permanently good quality of his merchandise had begun attracting increasingly wealthy patrons by beginning negotiations with young Erwin Zimmerson, an aspiring watchmaker who shared a similar ambition of growing his business, though unlike Emmanuel only via legitimate means. Happy with the arrangement and using Erwin's rising star as a cover, Emmanuel was all the happy to keep his friend oblivious to the underbelly of his filthy business and the duo soon became friends.

I couldn't have put it better myself, and is one of the main issues with Jack Savage in the fandom. I have read only a few stories where Jack is an unknown entity from the very beginning, Dark Savage and If It Ever Happens being two immediate examples that come to mind. In one case Jack Savage's very existence is a rumor to the underground, a rabbit snoops around and a few nights later the feds come busting a joint. In the other he is a double agent, working for mob bosses and the government. Both instances use Jack Savage wonderfully, generally as either an antagonist or a forceful benefactor.

Outside of these stories, most just insert Jack as "Judy 2.0", able to do everything she and Nick can do but better, meant to create the romantic triangle drama for WildeHopps, usually a complete ass 80% of the time, and has no real impact on the story. His existence usually reduces Judy into an emotional fangirl who goes stary-eyed over him and sometimes has her debating over her feelings for Nick or this new bunny, and then reduces Nick into an overly jealous character who challenges or is challenged by Jack at every turn.

Now, I don't expect the average fic writer to know or even care what makes a good spy to any significant degree. I'm a bit of a military and intelligence nerd, so this is just me applying that bit of knowledge to the dilemma.

However, if these guys and gals have any basic writing skill (and frankly, we all know quite a few of them don't), they SHOULD know how to create a good character. And since Jack has little to no canon characteristics, that's effectively what they're doing. The fact that so many of them choose to take the route you described shows that they either don't realize or don't care that they're shitting on Judy by doing that, and both cases are bad for different reasons.

Others can be your call. I typically go by names because their easy identifiers. Doctor Weber is German female, Howard and Byron are American males, Kildale is a British male, Jensen is scandinavian female.

Shoot, you don't even have to use these characters. It is a large facility with many people in it, probably several dozens, if not at least 100. You can make up a character if you wanted.

The pawn broker scheme had been working splendidly for a number of years, with Emmanuel's holdings increasing beyond his wildest expectations and netting him a luxury condo. However, things might change in the future as evergrowing need to funnel black market good pushed Emmanuel to search for a way to expand his sale channels and it's not unlikely the new owner will be approached with an offer he might find difficult to refuse.

I'm not really an artist myself so take what I say with a grain of salt but Judy's head looks a bit thin and odd shaped. Like the bottom left corner of her head looks too sharp.
As for Nick, he's supposed to be looking at Judy, right? I'd say to maybe add distinct lines to make his muzzle separate from the outline of his head. And move his eyes up a bit, they look kinda squished near the bottom of his head.
