A potential idea for a Lapis×Pearl bonding episode:

It would begin from a previous episode, one where Peridot gets poofed and reforms with a Crystal Gem outfit. It starts in the temple, with the gems and Lapis congratulating her as she and Steven tell the story of what happened. Garnet interrupts to inform the group that they must go on a mission. After Steven convinces Lapis to go, Lapis makes a backhanded comment about Peri's outfit change ("Wooow, it's like you're a real Crystal Gem."), to which Pearl is visibly annoyed. Mid-warp, Lapis and Pearl have a short spat about the values of the Crystal Gems. They arrive at their destination, a large mountainous area surrounded by hot springs. The group splits into 2 (Garnet, Amethyst, and Peri/Steven, Pearl, and Lapis). While exploring the area, Lapis asks what the mission is for, and finds out about corrupted gems. When she's informed that the standard procedure for corrupted gems is to poof and bubble them, she makes another backhanded comment about how keeping gems prisoners seems to be the Crystal Gem's expertise. This starts a full on argument between Lapis and Pearl, with Pearl stating that her and the gems never removed her from the mirror due to concerns that Lapis was either broken or corrupted, which Lapis dismisses. Mid-argument, the corrupted gem shows up, and Pearl and Steven try to corner it. While this happens, Lapis and Pearl's argument is still going on, and Pearl herself gets cornered by the monster. Just before the monster is able to crush Pearl, Lapis uses her powers to grab it and hold it above a geyser. The geyser erupts, poofing the monster, and Steven bubbles it. When he comes to see if Pearl is okay, they find Lapis has disappeared, and after not finding her, chalk it up to her flying away. We come back to the Temple, with Steven and the gems warping back. Steven goes outside on the patio to relax, when he notices Lapis sitting on the beach. He calls to Pearl, and they confront her.

Here's another idea.
Steven rides Lion over to the meme barn and Lapis flies over to him, excited to see him. Steven says that he's just dropping by to pick up Peridot because they're going on a mission. Lapis tells Peridot that Steven is there, and Peridot gets on Lion, and asks Lapis if she'll be okay while she's gone. Lapis disingenuously chuckles and says she will be, and goes back to watching Camp Pining Hearts, which she's watched enough times to completely memorize every line of dialogue. Even season 5.
Cut to the next day, and Steven comes to pick up Peridot again and Lapis says she wants to join in too. The mission is in the middle of the desert and Lapis fucks everything up, and doesn't really seem to care much about actually finding the corrupted Gem. Lapis admits that she actually just didn't want to be left out. Steven, having been left out a lot in season 1A, understands how she feels, and asks her and Peridot if they want to move out of the meme barn and live in the temple. Peridot says a meme phrase because that's necessary at this point, and Lapis smiles. The episode ends with the Gems adding Lapis and Peridot's gems to the temple door.

Her biggest problem is that her flaws aren't as obvious as Amethyst being a walking abortion, Peridot's autism, or everything about Pearl.
If I were tasked with giving Garnet a character arc, it would be one where she struggles with her role as a leader. She's not as smart as Rose, she's not as strong as Rose, she's not as charismatic as Rose, but nonetheless, she's expected to do everything Rose did.
Trying to fill Rose's shoes (or lack thereof) is one of Steven's main obstacles in this series. Bringing the idea that Garnet suffers from the same problems as him would make her seem less perfect and more relatable from his perspective and ours.
If this is a problem that Garnet deals with and Ruby and Sapphire don't conflict over, then Garnet wouldn't even need to unfuse.

I don't care if this seems impossible or too cruel, this show has dealt with forced necrotic torturous fusion as a threat, and implied drove hundreds insane with song, destroying a main character isn't impossible. In fact, it's a great way to explore the hole that would be left behind.

Sapphire has become so used to fusion, the shock could easily make her crave completeness again, and the Rubies means she has access to that existence in a way.

Also, given that any redemption of Jasper will need her to control her corruption which means mental peace lessons with Garnet. And Eyeball basically worships the ground Jasper walked, so to find out HER mentor joined the other side, will motivate Eyeball Ruby to attacking the gems even harder. Plus, Sapphire's gonna be having some personal grudges against the other gems for not stopping this, for always looking to her for guidance when she's just as unready to lead. All that baggage wrapped up in a creature that was once the voice of clarity, now dangerously devoted to their undoing.

So when she's all sorted out, and her baggage is cleared, and even Eyeball's a friend, Jasper can be the one to teach Garnet. Student becoming master, and master becoming student. It's a potential downgrade of Garnet's powerset to something more in line with the rest of the team, as Steven grows more into a force that can lead, while exploring the baggage of a character like Garnet while she's not all together.

They mightn't have been able to afford Lapis and Peridot's VA's as well as all the guest actors. Didn't want to pay for animation on another three characters, either. Or the story complication of having to deal with two humans in the Zoo (Connie being a survival nerd would have messed up Greg and Steven's "just go with it" naivety), along with Lapis (you'd have to describe her function and make it fit the situation) and Peridot (making it harder to have simple technological blockades.)

If they didn't give a reason for those three staying, Crewniverse would have been blasted for not giving reasons. Connie being left behind let Steven highlight his impatience, which was 'important' down the line.

TL:DR- They were giving reasons why these side characters didn't go on an adventure. The story allows for something to happen on Earth, but that doesn't mean something's going to happen. It's easier to chalk it up to budget, scheduling, laziness/lack of imagination.
