The only cheap method I know of is to use a balloon of somekind.
Those inflatable punching bags seem to do a good job of holding a shape if you use water.
I've also heard that the Wubble Bubble is pretty descent for this purpose.

Past that, you'll have to make a mold and cast your inflatable belly in silicone.

But otherwise, seconding the Wubble ball if you want a softer, squishier feel to the belly, or an exercise ball/beachball for a more firm, taut belly. And to keep it in, just get a leotard or some kinda bodysuit that'll hold the inflatable to your middle. Past that, just pump away, but be mindful to not overinflate your choice of fake belly, especially if you get one of those wubble balls.
