Zootopia. The jewel of Mammalian civilization. In ancient times, this was the first city when both predator and prey co-exist in harmony. And from that harmony, the city grew and expand to its shining glory. Soon all flocks of life came to Zootopia and in turn, new ideas and mammals. They advance quickly from the first steam engine, gasoline engine and now full on electric by 2046. The city rise from a cluster of shacks into a modern metropolis of 2066. Their lights shine bright into the night sky. A grand gesture to the world to show their accomplishments.
But with every light, comes darkness. Not many agree with the co-existion between predators and prey and some believe their progress from free living ferals to Civilized mammals is an abomination to their mysterious masters. Though on the surface, Zootopia seems peaceful with their inhabitants living together, but within the hidden forest, wet alleys and slums of the city, Crime is rampant. Even more so when a new narcotic drug called, NH-55. It is made from Night Howler extract that causes its users to go ‘savage’. This happened before during the Bellwether Conspiracy. But what is different is the user has enhanced speed, strength and reflexes. And the worst part, the user is aware that he/she has gone savage, albeit minimal. This is exploited by many criminal organizations with the use of harnesses called The Leash. This give the mob bosses control of their savaged subordinates like a master to their ferocious pets.
The ZPD has their hands full to stop the flow of NH-55 coming in and out of Zootopia. So much so, the Chief with the backing of the mayor created a new team to handle NH-55 cases. They are called, The Night Guards.

More than a prologue this feels like a synopsis. I suggest you make it a little more vague, to create the interest but not giving away too much and not making it too heavy to read. For example I suggest you remove the dates, making it a non-specified future (also it is very improbable that Zootopia follows our same calendar).
Do not specify that the drug was made during the Bellwether conspiracy and other details, you need only the most essential informations. Also avoid something that feels like a personal comment like 'And the worst part'.

Talking about the setting in general: the cyberpunk idea gives a lot of free space for writing, so you should not have much problems in that part. The idea seems worth giving a shot, however be careful, you need to create a believable world that follows the theme. Cyberpunk usually has as a core a tyrant city-state, oppression. You already made with your premise the ZPD the good guys, so you should follow also the ideas of big powers behind the scenes, corruption. This actually opens more doors than closing them.
Also I want to know, you talk about Bellwether but it is set in the future, is it an AU where everything that happened in the film happened in a future Zootopia or something else?
Also I suggest you look at the Thematic Thursday submissions for the Cyberpunk theme, I think you will find a lot of good ideas and guidelines to integrate in your fic.

I saw Byron Howard at a grocery store in New York yesterday. I told him how cool it was to see him in person, but I didn’t want to be a douche and bother him and ask for photos or anything.

I was taken aback, and all I could say was “Huh?” but he kept cutting me off and going “huh? huh? huh?” and closing his hand in front of my face. I walked away and continued with my shopping, and I heard him giggle as I walked off. When I came to pay for my stuff up front I saw him trying to walk out the doors with like fifteen Judy plushies in his hands without paying.

The man at the counter was very nice about it and professional, and was like “Sir, you need to pay for those first.” At first he kept pretending to be tired and not hear him, but eventually turned back around and brought them to the counter.

When he took one of the toys and started scanning it multiple times, he stopped him and told him to scan them each individually “to prevent any electrical infetterence,” and then turned around and winked at me. I don’t even think that’s a word. After he scanned each plushy and put them in a bag and started to say the price, he kept interrupting him by yawning really loudly.
