Stabilizer, single quick strokes instead of slow jittery ones, vectoring, independent combination, editing and touchup, or some combination of any of those. Using the right brush also helps.

I don't know what you mean, but do a quick rough sketch to plan things out before you start drawing, then stick to it. That way you'll know it's bad instantly instead of waiting until it's done to realize you messed up.

Switch to digital. There isn't really any excuse, a cheap Wacom shouldn't cost you more than $30 new. Your art will improve immediately, and no one actually likes traditional even if it's scanned in.
I don't know any advice for traditional, though, so someone else will have to chime in.

This is only an issue for the first few hours you use the tablet. You get used to it pretty immediately. The only people who complain about this are pedants who think a tablet that's an inch bigger will magically improve their art. A tablet is a tablet, and you're drawing Pokemon porn for a /trash/ thread, not commissioning for Pixar.

No clue how to help your traditional problem, but maybe try rotating the paper to fix the slant? Or try drawing upside down, like with that Loomis experiment.
