It's up in the air, because they've made two major mistakes.
They've made their antagonists cartoonishly evil and unlikable, when good antagonists should serve more as a counter or foil to your protagonists where you like them and you could have rooted for them if they weren't on the opposite side of the protagonists.
Secondly, they've made Rabbits "special" as a plot device and a means to beat us over the head about how black and white the conflict is, because now all the Rabbits are on the "abused" side along with the Predators.

The Evil Guys are Evil because they love money/are racist.
The Rabbits are now "special" and just as persecuted as Preds, so now rather than a group that isn't really affected by this conflict coming out and helping to turn the tide, we're learning that The Rabbits are being treated just as badly are viewed as "under evolved"
Nick and Judy should never have been the main focus of the villains. The fact that rather than uncovering some hidden agenda or plot, that a group of cartoon villains are now going out of there way to crush Nick and Judy is bad because it's cartoonish.
Real bad guys don't go for over the top plans. Real bad guys would just have Nick killed and Judy ruined, but now the Zistopia villains are going to start some convoluted plot that will only lead to their undoing.

And Judy, not only being a rabbit in the police force, has obvious ties to Nick. What do they think is going to happen when the villains realize that Judy thinks the collars are wrong?

First Bunny Cop was fine because it makes sense and fits how Judy's life would have been in the actual Zootopia had she not gotten caught up in the Nighthowler events.
The Bunny Tax I assumed was generally just going to be a tax on any rapidly producing mammal trying to leave their designated residential area. I'd assume it was just called the Bunny Tax because of the Idiom fuck like rabbits. So if you were a Mouse or a Rat and tried to move out of Little Rodentia you'd be slapped with just as hard taxes too.
But No, now it's only Rabbits who magically have kids at the fastest rate possible and are the only animals who still do. That's where it crossed the line for me into making Rabbits the "Uchiha" of Zistopia. It's also making it pretty fucking clear that the Rabbits themselves are ultimately going to be the plot device used to swing public opinion, because they have the control of the resources enough that if they wanted to break way from Zistopia Zootopia and start their own, they probably could.

Good afternoon, niggers. 3D animatorfag here with goodies
Finished the first set of inbetweens from the blocking stage. It's still in constant interpolation so that each pose is exact from whatever frame they're set to. I'll now move on to a second set of tweens, so a new pose in the middle of every pose you see in webm related.
After that I'll get the timing right for every pose and add whatever new poses are needed, especially for the poses where she jumps back into the normal stance (Mountain Pose, they call it). From my current estimates, this animation, if done in the proper yoga setting, will end up being about 30 - 40 seconds long to allow proper timing between transitions. The current length of the animation in blocking phase is about 315 frames at 30fps, so 10.5 seconds.
I let my renderfriend know, and he doesn't mind so it's good to go when I get this thing finished if he doesn't change his mind.
An idea I had floating around was to model an actual room for yoga with lights, a mat, and an animated camera, but that's really just a possibility and depends on how I'm feeling near the end of this animation, which is the hardest part (a yoga room won't take more than a day or 2 if I really tried).
Doodling on a comic idea, and these sketches came out kinda emotive, thought I'd share.

I'm not expecting it will happen, but it'd make me smile if the next update had the sheep illuminati get progressively more cartoonishly evil until Nick wakes Honey up to tell her about the collar key.
Then later, when an uncollared Honey confronts Bellwether with murder on her mind, she mocks her. There's no conspiracy, no secret cabal of people trying to make the world a worse place that just might be overcome if a plucky bunch of heroes try hard enough. The world just has a lot of ignorant, selfish people, and it's easy to make political capital off them by pandering to hysteria.
I know it's based on a Disney property, but isn't part of the appeal of the cynical take on the story dependent on there not being an easy villain to defeat? Hell, there doesn't even need to be a deliberate mastermind to the Savage attacks, just people panicking and other people taking advantage.
Also, that scene would end with Honey being shot to death, Nick being rearrested and Judy being fired. Act 2 low point. Not sure what happens next.
Not sure that'd be better than what's actually going to happen in the comic, though. I'm OK with them turning rabbits breeding like rabbits into a plot point. It's not from the Zistopia comics proper. It's an idea that I've got related to the "Theirs And Ours" spin-off story thing. I think that the general concept of "some predators manage to make their collars permanently green" is just a minor thing that was referenced in the actual comics and dropped. I just focus on that and find it personally interesting.
I might want to detail at some point like the actual mechanics, which I think was from an engineering standpoint some kind of splicing of a normal circuit into a parallel one. So, the collar is functional, it just doesn't care what you do.

I guess what's in my head is that some kind of contact from a family member in the downtown-ish Zootopia area to visit for maybe a birthday or something like that brings like Bonnie Hopps and some members of her side of the family to this thing. And there's an act of completely selfless altruism on the part of Nick that's either life-saving or close, maybe even to the point of like pushing-out-of-the-way-of-a-car-only-to-bit-hit-yourself, and it turns out that the birthday or whatever bunny guy is this engineer. They basically agree to nurse Nick to health, not having medical services around.
It could be that like they have to stop the collar or he's toast, and the one rabbit realizes that he can do this simple parallel circuit splice. And then they realize that they can't now take him to a regular hospital because it'll be turned back on and they just committed a serious felony.
