Actually yeah. If you're the one kicking you're supposed to avoid hitting with the thigh at all cost.

You can still counter by hitting him in the other leg with a low attack. Or even his attacking leg, you can see it's still vulnerable >>3166137, as long as you don't touch his red hitbox with your blue.
