So realistically and making the assumption that not every single hunter in the world is an engineering genius who is sitting down at the age of somewhere between eighteen and thirteen maybe to make their shit, the weapons while highly modular probably have standardized calibers, materials and some parts to make it a little bit easier.

Most of the weapons are combinations of things after all. RWBY is actually fairly odd in regards to their weapons.

But that's complete bullshit. We're told outright that every Hunter personally designs and constructs their weapons in like their early teens, and so far not a single one between any of the known characters is close to identical.

Like fuck, Qrow taught Ruby and they both use transforming scythes, but the scythes have completely different shapes, transform differently, have entirely different integrated guns, and Qrow's has a whole different extra form. This is a 1-1 mentor student relationship, but the end result is still so radically different that it's hard to imagine being able to use parts from one of them to fix the other in an emergency.

That might have something to do with the fact that the population of Remnant is probably incredibly small in comparison to Earth's their need of military is probably much smaller considering they're holding supposedly geographically advantageous positions in a relative time of peace where there is no nations trying to invade or murder the other.

If damage occurs to a weapon to such a degree that jury rigging fixes are not possible without spare parts, the parts you need and the fix necessary are most likely not going to be able to be done in the field. That advantages of a standard weapons translates off that battlefield where the bureaucratic and logistical system is able to simply send the soldier another rifle when he is safely not being shot at.
You keep trying to compare their situation that of a standing military while not understanding that the method of operation the military abides by did not create the military. It was created because of the military.

The thing you don't seem to understand is that Cinder basically S Ranked everything. What she did was not something any Mook off could have done. It was not even something the White Fang could have managed on it's own.

The idea of Cinder's plot was inconceivable and she managed to run laps around Atlas while she was at it as well, making their prize robot and new army the catalyst of the crisis.
