I don't think it's fair to say the art style is lazy. Many of the "big" panels are pretty complex, and the time put into writing the script, dialog, and planning the rest of the story takes a long time.
I think there's also visible stylistic progress made between panel 1 and panel 1000 (1,056 panels also takes a lot of time, for starting in March).

The one who's crying is Lee, the hyena that trashed Gazelle's trailer with Sheena.

I'm not entirely sure why she's crying, but it might have something to do with an unexpected reaction from Gazelle. After all, they completely trashed her trailer, and were caught in the act. And instead of being enraged and arresting them, Gazelle simply looked at everything, then looked at Lee and called her beautiful. Which is pretty much the exact opposite of what punk represents.
