You have to consider a few things.
The first being the different climates that Zootopia has.
And Newtons Second Law.
For the first bit, each region would need it's own SWAT. Because sending a polar bear in a massive, hot body armor into say, Sahara Square, A desert. Just wouldn't be a good idea.

And for the second part.
