Here's a hint: demand planning. Excessive planning. I often spend hours just setting up things with partners. Why do I do this? Many reasons. Allow me to explain:

Long periods of planning allows you to judge the other person's imagination, writing ability and character immersion. It lets you gauge whether or not they're capable of actually holding a conversation, which more often than not is an indicator of their ability to roleplay. Meanwhile, you can also have a /proper/ look at their profile. If they don't want to stick around for an hour of planning, chances are they'd have bailed mid-play. If they give half-assed answers or you find something absolutely dealbreaking on their profile, you can ditch them with ease since you haven't actually started roleplaying yet.

If they manage to hold up during planning, you ask them how much time they have left. If it's not enough to do some serious roleplaying, postpone until when you next meet. If they return, they're committed, and you can start your play. If there's plenty of time left, you can also begin. They are already invested into the roleplay at hand, because they helped think of it, so they're far more likely to stick around.

Furthermore, now that you've talked over a background story and planned your scene, things can move along at a higher pace than usual. Post sizes swell because you have backstory to divulge about. Everyone is happy.

In short, demanding excessive planning reduces the amount of shitters you'll end up playing with by about eighty percent, if not more. The quality of your roleplay will go up. Quantity might drop, though. Such is the curse of proper play.
