First thing's first:

In a fantasy scenario, how much of the female population are we imagining ending up as livestock?

I suppose it would be a bit much to expect all women to end up on a plate, but it would be hot as hell if it was at least mandatory for all women in a certain age range (16-40?) to report for inspection at a newly-built governmental facility in their town dedicated solely to inspecting and processing women, and perhaps directly attached to a stockyard, livestock shipping & receiving center and slaughterhouse.

Love idea that every breeding-aged woman you know or have ever heard off ends up on a plate against her will.

Women wouldn't be processed all at once, but within 5 years the whole current crop of existing females between 16-40 has been slaughtered.

And since we're talking pure fantasy anyway, the moment this new world order kicks in, scientists figure out how to force women to breed whole litters of female offspring that age like real cattle and can easily take their place in just a year or two.

There's also the question of how realistic and gritty you want to make this: even assuming someone makes a reality-altering wish that brings about a new world order where women are legally reduced to livestock overnight, you have to decide whether or not you want to program women to somehow be okay with it, be only semi-resistant (they don't wanna go, but all give in after some pressure) or they act like they realistically would, with plenty of freaking out and rioting, with lesbians and feminists in particular either fighting back as if their lives depend on it (which it does, obviously) or just hiding/going underground, which could be half the fun of such a scenario as women like that are rounded up and somehow punished for trying to buck the system.

I like that this would presumably allow guys to just somehow buy women they'd like to eat on the street, as long as he pays upfront and registers her purchase and date of termination on the global livestock database.

In the very least, if things were to go the "happy heifer" route, I'd want there to be a terrifying period for women as they realize that they're slowly being reprogrammed into wanting to become meat.

This reprogramming would also make it impossible to women to kill themselves after they've realized what's going on, leaving even the staunchest feminists stuck slowly turning into cowgirls who's deepest wish is to end up on a plate for men.

Which women end up being shipped off to the slaughterhouse could also just depend on the results of mandatory meat grading inspections for women, or at least humiliating public milking contests or something similar that all women are required to participate in or else every female in their whole family automatically becomes forfeit.

I always liked the idea of something suddenly happening to all women that somehow forces them to be treated like livestock.

Like, aliens show up and turn the entire female half of the species into dairy stock as some kind of fucked-up social experiment, or to prime women for eventually being beamed away and used as livestock and breeding fodder for the aliens themselves...
