to answer your questions OP, only you'll know when you're happy with a design for a fursona. Also you likely won't get a nice looking caribou partial for less than $800 especially if you want fur markings like that and antlers as well. If you want one then save up for it like you would any other luxury item. Research shipping costs from America, check out artists in FA and keep an eye out for when they open commissions. Most only open once or twice a year.

I would recommend looking around at artists sooner rather than later so you can know in advance when they might open up commissions and you can set a date for when you need money by.
A lot of artists will also take payment plans and ship your stuff once it's fully paid off if you want to go that route.

I would say set aside $900 to begin with and see if you can get specific price quotes once you settled on a design. I got my partial from America (I'm in the UK) and it cost about $800 total for a head, gloves, feet and tail. Plus about $40 for shipping.

900 is cheap for a decent looking partial, dude.
dealing with customs and shipping is just going to be a thing, plain and simple. they're not gonna ship you the suit free. try finding a maker in canada and the shipping will be less, but honestly.. you're not gonna get much lower than 900 for something like that. especially if you want it commissioned and not a pre-made.

i paid 1.2k for my partial (and an additional 600 for digi body)
check out twitter and furaffinity, and if you don't mind a pre-made try furbuy and TDD.
most 'photoshoot only' suits will be kemono styled ones, otherwise they're all usually good for wearing.

most will go over 900. chances are if you find anything lower, they'll either be a new/upcoming company trying to grab an audience, or shit-tier like your pic.

suits are a luxury, you're paying an artist to create a product to cater to you. it takes a lot of time and energy, not to mention years of an acquired skill. you get what you pay for, basically.
