You could say the same about literally all fanfiction, because if it was in-character for someone to do something they would've done it in the story in the first place. That said, there's quite a few stories, series and other such works where the 'fan consensus' regarding a particular character has grown so much stronger in belief, that it ends up overrunning or even causing a retconning of the actual canon to fit. After a while, it's questionable whether a character doesn't simply take on enough of a life of their own to make their own decisions on the matter, and damn what the writers say otherwise.

To elaborate: Frederick was raised French, definitely by Quebecois parents, and whatever form of brain damage he suffered at Jeremy Human's removed English from his head and gave him something of a flat affect. He can still learn languages, but I think killing Jeremy sort of undid a mental block for him.

French people in RM are pretty damn rare, and mostly keep to themselves or live in majority-French neighborhoods so the language doesn't die out. The city Roommates takes place in is small/rural enough not to have a Ville Francais, so Frederick stays with his buddies and communicates through pantomime and cooking.
