The more plausible question is if weaver's version of pack street is financially possible within the limits of zootopia. It seems as if only the very well off or cunning gravitate towards it.

Using Nick as an example of the classic scamp in Zootopia he stated he makes 200 dollars a day 365 days a year. That's 73,000 a year or 6,083 dollars with some change left over, untaxed.

I think it's safe to say most of Zootopia is pretty expensive to actually live in and the high population is mostly from commute and day to day traffic of it being a city. Kind of like how real cities work out.
