How would werewolves work in a world that is almost entirely already populated by anthro animals? Zootopia did it one way, but I don't want to just copy that. There are some humans in my setting, and I like the idea of lycanthropy being a permanent change, but then they would just be canine people after the change, which isn't special in this world.

That's pretty much Zootopia's entire plot hook though.
I think I have a decent idea on what to do. If humans are the only ones who can develop lycanthropy, even if the change is permanent, there would be some distrust for humans around areas that are plagued with werewolves. Canines might hate werewolves for being feral, aggressive monsters that make their species look evil. I like my awoobers to be scary and mean. It would also provide a vector to include some light TF which I'm sure some fetishists would appreciate, since there's no TF elsewhere in the setting.
