Foxes, specifically red foxes, show both monogamous and polygamous tendencies, usually varying location to location. They usually pair to raise kits, but move on once the kits are grown. Rabbits, aside from a lead buck over a group, actually tend to be much more of a "mates for life" type of mammal.

The whole "foxes mate for life" just came about as a way to hurt Nick as a plot device, while giving Judy all the power in the relationship when people took "bunnies are good at multiplying" as "bunnies LOVE to fuck and have multiple partners". Even though it was literally they are good at having kits- does can carry two litters at the same time! That is how good they are at it! They can get pregnant, while they are already pregnant!

Now Judy had lived with her parents for at least 18 years, but probably the full 24; no mention of college or holding a job was made.
Meaning that in the span of 24 years, Bonnie had 276 (including Judy) children, giving a full total of 11.5 children per year.
If you base the age of being able to work at 16, then she would have had 183 siblings by that time. At this point, the farm has been handled solely by Stu (we never see any farmhands) and whatever simple tasks the younger children can handle. Not exactly livable unless they're getting a ridiculous amount of cash from the government in some sort of attempt to force a huge population boom in a contested area that Zootopia wants a firm grasp on before another political entity tries to move in.

The 2000 babymakers are now in a race to see who can secure the most babies to fill the 2000 slots vacated by the old-timers.

I don't know. I can't work out the specifics. I guess the bottom line is the city would have to make it economically unfeasible to the FAMILY, not the city, to have too large a family. I guess skyhigh taxes or something.
