Fifteen years later, when he had no choice because she was literally standing in front of him. Nick already showed her foxes could be friendly, and SHE'S the one who ruined it. All Gideon did was tell her a nickname because he was too stupid to remember the proper name for something. Meanwhile, Nick saved the city before even becoming a cop, then actually became a cop, improving the reputation of all foxes everywhere. Also, Judy has more ties to the mafia than Nick does; he burned his bridges with Big before the movie ever began and intentionally avoided him and his people at all costs. "Not as much of an asshole as he used to be" isn't much of a point in Gideon's favor, especially since all he's doing when he shows back up is riding on the coattails of the Hopps family's success.
