I mean I guess there's something to be said about over-rendering and image but that has to do more with what you do with the time rather than how much you spend

in that picture, at least, it's the size of her head and eyes. (she also has "puppy" eyes -- you can't see the whites of her eyes) generally speaking "cuteness" is the result of neotonic (child-like) features: large head-to-body ratio, large eyes, small nose, smooth and unblemished skin, etc. when women use makeup they're exploiting this same phenomenon, for example mascara and eyeliner (when used right) make the eyes appear larger

so basically, if you wanna draw cute stuff, give characters big heads and big eyes, those tend to be the most effective. you can experiment with larger hands/feet too, although that tends to be more of a quadruped thing, human babies don't really have disproportionately large hands/feet. (some artists do pull it off to good effect though)

I think both color schemes have their strengths. I really like the desaturated, muted feel of the red/gold/silver scheme, but the blue and gold in the other scheme contrast really nicely. You might want to try desaturating the blue/gold/silver scheme a bit and see how that looks.
