Well Garnet never changed as established, she locks away characters that show great potential.
Like Pearl who got way too many episodes of the same thing, Peridot just autismed it all to shit and then got yoinked by Zuke, effectively ruining her character.
Jasper's big splash of "development" was just a last ditch effort at feeling sorry for her, if you didn't look past her previous actions as an evil jock tard and weren't looking at them as someone who tries to defend her actions due to MUH DIAMOND, it doesn't work so well.
Lapis was also doing unnecessary actions, with alternatives that could have improved her character greatly, instead we got a mess who never got a set character and was thus easy for Zuke to scoop up and fuck around with until she got cucked.
I already established the problem with Pearl so I won't go into it.
Other then that (of just the general opinion of most of the characters that I wholeheartedly agree with)
