It is true that people mostly read Nick/Judy fics because they are established characters (the same hold true for Pack Street chars and OCs our ccs have created). However, it is very dangerous when you write a story with those characters and not doing it right (cough cough BORBA), I would suggest re-watching the movie, reading the fics with the established OCs and the like to better grasp the core of the zootopians you are aiming to put in your story.
Aside from that, you could also re-read your favourite fics with the characters you think that have the perfect personality which you're trying to create, doing so would not only inspire you but also help you see the mistakes/flaws to avoid
Last thing is being open to critique, ask people to point out things that seem OOC even, and keep on perfecting your writing and drawing!

Hey! I used to shitpost story prompts for fun. Coming up with the initial idea can seem daunting, but it's actually one of the most enjoyable parts of writing. The root of all creativity is play! Just pick a place to start and fucking go. The nice thing about making a fanwork is a lot of the foundation laying is done for you. Either start macro and go micro, or vice versa. I write almost exclusively wildehopps.

I plan my big stories around a couple of pivotal moments that speak to a certain theme, and then bring in a plot around those climaxes.

Almost everything is from the viewpoint of either Nick or Judy, because their chemistry and their character are so well developed that there's always plenty of opportunity to play with their arcs and make things really detailed.

I do have and use OCs - everyone but Nick, Judy and Bogo are OCs in my current project - but I try to make sure they interact with Nick and Judy on a plot-critical level, pull their weight and have a purpose the same way my viewpoint characters do.
