I'm sure he did. But from everything that's publicly available to us, all we can reasonably infer is that they simply cut willow because they either didn't have enough time to animate her or they felt that she didn't contribute enough to the story to bother animating her.

I attended several of the RT Animation panels at RTX, and they pull this alot. Hell, the Weiss trailer got completely revamped at least once before it got out of the animatic/storyboarding phase, it stands to reason something similar happened with her.

Keep in mind you'll never get the full answer because I'm sure it's all clamped down by NDAs and people's respect for monty. This is all mostly 2nd/3rd hand information coming from other cosplay groups that worked with Sheena and Shane's letter.

Essentially, early on during RWBY's production, it was not uncommon for spouses/girlfriends of RT staff to be allowed on to the premises even if they didn't work there. Sheena regularly hung out around Monty while he was at work and reportedly was kind of an ass to others, essentially acting primadonnish because she was the girlfriend of the great monty. This transferred over to other cosplay groups as well when RWBY started picking up popularity as apparently Sheena didn't like the idea of fatter people cosplaying as rwby characters and was very particular on how the cosplay should look. Once again, this is a lot of 2nd hand info. You won't be able to confirm it and Sheena probably won't answer questions related to it either.

When Monty passed away, it appeared that Sheena was under the impression that she'd have greater creative input with the production of RWBy as Monty had set up and designed winter with Sheena's help and whatnot.

Shane's letter kinda illuminates more on this as both him and Sheena were under the impression that as Monty's closest confidants, they'd be given a larger say in how RWBY was produced and run. Shane was tied to poser and wanted to continue producing and writing RWBY how Monty had been planning to that point (things like Raven revealing herself at the end of volume 2 and attacking JNPR at the beginning of Volume 3 etc) and that they'd be staying with Poser longer than the others wanted to. Shane also claimed that Monty was getting pissed at how RT was handling RWBY and was considering taking the rights to the show and moving with Sheena and Shane to LA to start their own studio or something. RT had other plans and started working on production differently and not deferring to Shane or Sheena when it came to things related to Volume 3's production and more or less started to rely on him less and less according to the letter.

And that's pretty much it. TLDR, Sheena apparently was kind of an ass and had a major superiority complex over other people at RT, thought she'd have a much bigger creative role in production and supposedly was considering Moving to LA with Monty and Shane to work on their own thing according to shane's letter.
