If it really is a fighting game about RWBY and not a RWBY character cameoing in another game then what we should expect is:
Loose plot, excuse for all the fights going down with Mori's hyper fanfiction.
Every character to have their own story, with a true, good, bad and joke ending. Before the actual true ending.
Every character to have their own gimmick when fighting.
A roster of about 12-18 characters.
More characters as DLC.
An arcade mode, a arena/colosseum/gauntlet mode.
Bullshit online matches.

Maining whoever the joke character is. They're always my jam.
I don't know if it's a team based fighter or what but I half-way expect it to be a solo-fighter along the lines of BlazBlue.
Maybe it'll be a RWBY game and it'll blow us all away with how much better the plot is, if it's a retelling of V1-3 and not a gaiden-fun-shit episode.

It's 100% going to be a 1v1 game, at best you might get assists like Dengeki, but there's no way ArcSys will push out another team fighter when they're already working on Dragonball FighterZ and Capcom already has Marvel coming.

Assuming Monty hasn't changed at all from living in Japan, then it's exactly the same but with more roundabout dialogue. RWBY's weird writing is a mix between Monty's plot needing to go in a certain direction and writers no writing good. All that changes in Japan is writers taking four or five more lines of dialogue to not write good, so overall the show is longer, but only because of talky bits. Quality stays the same.

To be fair NO animation is worse than that Berserk iteration. Literally every other anime that does 3DCG does it better. Modern Berserk is uniquely abysmal, but overall Japan would put longer episode times allowing for more development and ground to cover. The fights being good are debatable depending on whether or not Monty would still be involved.
Japan may ship WR and love yuri overall as a fanservice but I doubt they'd go anywhere beyond skinship antics between the girls. Jaune may be a Kirito esque gary stu, which may be bad in a few ways, we'd at least get a beach episode and better merchandise including doujin. Being made in Japan would scare off tumbler, optmisitcially speaking. That insane portion of the fanbase would probably not exist and the good fans would just make cute art of the girls and not expect any mandatory LGBT representaion. Tumblr hates anime because of the 'evil het' themes in most shows.
Personally it's a catch 22, we'd get more content and longer runtimes, but they may take liberties we may not like. Ask yourself if RWBY is better handled in RT's hand than a japan animation company, please note that not all animation studios in Japan are solid paragons of anime. You may get shit like whatever studio Pierrot pushes out or whatever studio did modern Berserk.

You could support that by what Winter said: a semblance is like a muscle, and it gets stronger the more you use it. My guess is that an average citizen doesn't have the need nor the time to actively train their bodies, so their auras are weak. That does raise the question of why Jaune never had his aura unlocked if he came from a family of warheroes. Maybe it was only his great great grandfather that was in a war, and the family was less and less involved in being warriors as the generations passed.
