Okay, since TV Mauville won't run it, I'm going to post it here. Turns out that the Daycare over here in Hoenn, between Mauville and Verdanturf, has absolutely horrible conditions inside. Pokemon in cages reinforced by some Pokemon's vines, Pokemon chained to the walls, drugs in the water, Arceus knows what else.

It's unfortunate to hear, but that is how most regions operate their Daycares. Unova's Daycares no longer do so due to the influence of myself and several champions, but Hoenn doesn't have such luck.
The only thing I can suggest that would be legal would be to boycott the Daycare and encourage people to seek services elsewhere.
As a Champion your opinion on Pokemon care will be most valued, take advantage of it.
