Most CC's have a tumblr somewhere, and sometimes those here in the know, will link the CC's site.
Trying to recognise various CC's work can be interesting, especially when they start lampooning one another's styles.
Some are early time CC's and their work changes with experience.
Some are obvious (Weaver), but even he gets copied or shopped, so it is difficult.
Some form of reference page would be good.

I was thinking more about collars and making them into a different setting than Zis's 60's stuff.

But you have done a couple of errors.
First, you've given completely the plot away. A writer should give the initial ideas only, otherwise some latter part of your story doesn't make sense (since you can't write completely all the chains of events and reasonings that lead to that moment) and can give a bad reaction in a reader.
Second, the peak of your plot, the climax, works on an already tried and standard scene in other media. Which is not bad per se, but giving it away already in the presentation leave still a bad effect.
The initial idea is good and not much tried, though. You should expand on that, studying more the evolution of your story than the salient points. This scenario suggest more importance on how the plot is weaved and flows, not on some 'peak' points.

On the topic of collars, is it even possible to create the setting in a way that doesn't seem totally contrived?

I've spent a lot of time in the planning process for a story that I'm outlining, and even though I have taken several steps to explain and further implement collars into the setting (as well as rectifying a lot of the very glaring technical problems), you still run into the wall of suspension of disbelief. I'm not saying people can't ignore the problems with collars when the story is good, but those problems still exist, and even when you try to address them in believable ways, the collars themselves seem to be the issue.

Sometimes I think I've finally got something that won't trip over itself right out of the gate, but then I get stopped at another problem I have to explain away or change things for. I have to wonder if it's just better to not even bother with collars.

I say just don't bother with collars; the biggest issue with their existence is why were they needed in the first place? Unless there were older versions of those collars that didn't rely on shocking/monitoring heart rate, we have to assume that collars are a recent development, at most around a century old. Thus, predators would have been uncollared for the majority of mammal history and proved there is no need for such measures. I can not believe in a single event, or even a series of events, in such a short time period that would cause a city to collar 10% of its population, and there wasn't an outright civil riot/war over it.

If we believe that shock collars are simply the latest version, then that means previous ones didn't use heartrate and simply were designed to dig into a predators neck to hurt and control them. The shock collars being the "futuristic and ok" versions where it didn't constantly hurt the predator as long as they stayed calm. Which means there would be centuries of collared predators in constant pain and basically slaves until recently.

So yeah, either scenario is fucked and unbelievable, though the later is more plausible in my mind.
